AS 4615.1:2015 Series R freight containers
4.1 General requirements
Prior to transport use, series R containers shall meet the following requirements:
(a) They shall be structurally sound.
(b) Fittings shall be in good working order.
(c) A unique identification number shall be exhibited in accordance with AS 3711.9.
(d) Containers carrying bulk liquid dangerous goods shall meet the requirements of Division 4.4 of Edition 7.3 of the Australian Dangerous Goods Code.
(e) They shall carry a current compliance plate.
NOTE: ISO freight containers fitted with a current container Convention Safety Approval Plate (CSC plate) are exempt from the requirements of this Standard.
(f) All series R containers over 2.6 m in height shall have over-height markings in accordance with AS 3711.9.
5 NEW CONTAINERS
Prior to transport use, all new series R freight containers shall meet the following requirements:
(a) The container design shall be approved, and the container construction supervised, by a certifying engineer.
(b) Certified evidence that the container complies with the relevant Standards to which it has been constructed shall be provided.
(c) After verification of the prototype by static testing in accordance with the relevant Australian Standard and by thorough inspection, a detailed report of the test and inspection results shall be provided, in writing, and shall specify the data to be shown on the compliance plate for each container design.
(d) The initial approval of new containers shall be valid for a maximum period of five years from the date of manufacture.
6 EXISTING CONTAINERS
Prior to transport use, containers designed and manufactured before 1 July 1994 may be inspected and recertified for a maximum period of 30 months by a certifying engineer in similar manner to new containers.
Where there is no compliance plate attached to an existing container, and historical records of construction and design of the container are not available, the container or series of containers may be recertified according to the container’s past history, provided the container history is verified by a statutory declaration, made available to the certifying engineer, declaring that the container has been consistently carrying a similar net mass loading to the rating required, without incident, for a qualified period of time.
Any modified container shall not be approved and shall not be accepted for transport until it is recertified, as for a new container, by a certifying engineer, for a maximum period of up to five years.
